Dr Nelson Iriniz Casás, ex- General Secretary of the Delegation in New York has been expresing that the UNO cannot have the capacity needed for negociation. He was his country's Head of Mission in Czechoslovakia and Hong Kong and also a delegate in Conferences organized by the UN and its Specialized Agencies. Nowadays he lives as an independent write in Vienna and he teaches in the Philosophy School. His lessons on Latin America awakes his students interest and have a very impressive effect on them(...)".

Other ambassadors from other countries, other Foreign Affairs Ministers will have been able to think very similar over this. However there is a little doubt on the fact that from the other side of the agreements, from many offices of the United States Public Administration, the matter has always been put this way. Since the United Nations was founded in San Francisco. The UNO settlement in American territory , as well its bureaucratic invasion (the United States have the 42.5 of UNO jobs, the USSR does not reach 1%), configured a votes distribution in the General Assembly fully directed by Washington. The Soviet fictions to make their votes enter Bielorusia, Ukraine... - did not get a balance, ; the continued use of the veto in the Security Council was their only weapon in that time. An exceptional witness the Dr Nelson Iriniz Casás said:" The European governors were eagerly waiting for the American help. It was because of that, that they let the United States comfortably make the United Nations . The Congress and the State Department very well knew that as long as the help that had been so promised, did not become a fact they will be free to act in all the spheres of the occidental foreign policy. - UNO's specialized organisms ignore the meat, wine, alcohol, weapons and ammunitions smuggling that are being carried out against the agreements and measures taken by the UNO "
"Yomiuri Shimbum" from Japan on 19th January of 1976, said: " In this important book, the author reveals UNO's inside (...) giving many solutions on how the UNO it should be managed in the future ".
"Ober Osterreichische Nachrichten" of Austria, Hanz Silcher in a three column article says: "One of the most indemnified persons by the removal of corruption from his country would be Dr Nelson Iriniz Casás who wrote a well-known and energetic book about corruption (...)

On 30th January 1976 the UPI (United Press International) informed the following from Tokyo:" A book called "Corruption in the UNO" written by an ex- Latin American Diplomat has been published in Japan. Having been written by Dr. Nelson Iriñiz Casas of Uruguay and translated by Nobuyuki Sato, a correspondent in Washington of the Kyodo Japanese Press Agency, has received favorable criticism."
